BACKGROUND In May 2003, as part of the International
Nuclear Safety program, it was decided to
provide the Leningrad Nuclear Power Plant with
a new communication system.
The Power Plant needed a reliable, cost-
effective communication system, which would
enable more efficient response for everyday
activities as well as possible emergencies. A
Compact TETRA system was chosen as it fulfils
these requirements. The system is the first
TETRA system in Russian Nuclear Objects.

Motorola’s Compact TETRA distributor, RC&C
Ltd. is responsible for deploying and launching
the new radio system, while its partner RC&C
Mobile Radio Systems Inc. will provide the
necessary maintenance and support services.
Since 1997, RC&C Ltd. has been working
successfully with the Russian Ministry of
Atomic Energy and has provided 15 trunking
communication systems to different nuclear
organizations in Russia.



































The customer has good experience with
Motorola radios, which have been very reliable
in the harsh environment. The Compact TETRA
system was chosen because it provides the
Nuclear Power Plant with a future-proof
communication system that will improve the
overall safety.

The plant has been using a communication
system consisting of several analogue
conventional radio systems with no
interoperability. The Compact TETRA system
will replace those systems and provide
communication to the whole power plant. CUSTOMER NEEDS The Leningrad Nuclear Power Plant needed
reliable communication to cover the whole
power plant area. Advanced radio communication system

MOTOROLA SOLUTION The Compact TETRA system is expected to be
up running by end 2004. It will be a two-site
system and the first phase will have the
capability to support around 400 users with the
opportunity to expand at a later date if required.

The Nuclear Power Plant consists of two main
blocks, which are the actual production plants.
Each main block will have one base station
installed and four indoor repeaters and the
interconnection between the plants is created
by a microwave link.







































A number of other buildings and services on the
Nuclear Power Plant area e.g. administration
building, back-up control room, technology
maintenance team, civil defence and fire brigade
will also benefit from the new communications
system.

An important requirement for the system was
to provide comprehensive coverage throughout
the plant premises, which is heavily shielded by
thick concrete. The two base stations cover an
area of up to 30km.







































The new system will aid to provide improved
voice communication. The group call and
emergency call features will enable much more
efficient communication amongst especially the
operating and maintenance teams. While the
initial rollout of the system will include only
voice communication, the customer has plans to
make full use of the benefits of further
Compact TETRA features, such as Short Data
Service (SDS) and Packet Data Services (PDS)
to enable data applications.
